Abstract
The Office of Human Resources superseded the Department of Personnel Administration (1977-1986) in providing a wide range of services to Penn State employees including salary, benefits, job classifications, employee relations, and training.

Background
Biographical / Historical
The Employment Division administered several offices providing services to Penn State personnel at least by the 1940s. The Department of Personnel Services merged with the Department of Employee Relations to create the Department of Personnel Services and Employee Relations in 1960. By 1977, it was renamed the Office of Personnel Administration and included Employee Management, Employee Benefits, Employee Relations, Employment, Personnel Procedures, Salary Administration and Classification, Unemployment, and other offices. In 1986, it was renamed the Office of Human Resources headed by the Assistant Vice President for Human Resources.
Scope and Contents
This collection consists primarily of faculty and personnel files created to document status changes and salary; they include some scattered biographical information. The collection also includes benefit plan publications from 1932 to 1996.

Custodial History
The Pennsylvania State University Office of Human Resources transferred this material to the University Libraries over the several additions between 1990-2018.
Processing Information
Special Collections received several additions of the Pennsylvania State University, Office of Human Resources records between 1990-2018. In 2018 special collections staff rehoused the material in acid-free boxes, arranged the records into three series, and created a finding aid for access to the collection. In 2019, special collections staff deaccessioned three boxes of materials comprising the third series at the request of the creating office. Materials were returned to the creating office and the finding aid revised following the deaccession of materials.

Conditions Governing Access
This collection contains university records which are restricted for a period of 20 years from the date of their creation, in accordance with University Policies AD35 and AD95. This collection contains student records that are subject to the federal Family Educational Rights and Privacy Act (FERPA). In accordance with FERPA, all student records are restricted for a period of 75 years from the date of their creation. This collection contains university records which are subject to Pennsylvania State University’s Retention Schedule. In accordance with University Policies AD35 and AD95, all university personnel records are restricted for 72 years or until the death of the individual.
